Sanction Measures following the launch of military actions by Russia in Ukraine (Statement by Foreign Minister HAYASHI Yoshimasa

1. On February 24, Russia launched military actions in Ukraine.
2. These actions clearly infringe upon the Ukraine’s sovereignty and territorial integrity, constitute a serious violation of international law prohibiting use of force, and are a grave breach of the United Nations Charter. Any unilateral change of the status quo by force is totally unacceptable. This is an extremely serious situation that shakes the foundation of international order not only in Europe but also in Asia. Japan condemns the actions in the strongest terms. Japan strongly urges Russia to cease the attack and withdraw its forces back to Russian territory immediately.
3. In response to the above-mentioned situation, and in cooperation with the international community, Japan will take the following additional measures:

• (1) To suspend the issuance of entry visas to Japan for designated individuals related to Russia and freeze the assets held by designated individuals and entities related to Russia in Japan.
• (2) To freeze assets of three Russian banks (VEB.RF, Promsvyazbank, Bank Rossiya) in Japan.
• (3) To impose sanctions on exports to Russian military-related entities, on exports of controlled items listed on the internationally agreed list and of other dual-use goods such as semiconductors.

4. The relevant ministries will swiftly proceed with the domestic procedures which are necessary to take these measures.
5. Japan will continue to make efforts to improve the situation in cooperation with the international community, including G7, and standing alongside Ukraine and its people.

ウクライナでロシアが軍事行動を開始した後の制裁措置（林芳正外相声明）

1. 2月24日、ロシアはウクライナで軍事行動を開始しました。
2. これらの行動は明らかにウクライナの主権と領土保全を侵害し、力の使用を禁止する国際法の重大な違反を構成し、国連憲章の重大な違反です。現状を強制的に一方的に変更することは、まったく容認できません。これは、ヨーロッパだけでなくアジアにおいても国際秩序の基盤を揺るがす非常に深刻な状況です。日本は最強の言葉で行動を非難します。日本はロシアに対し、攻撃を中止し、ロシアの領土に直ちに軍隊を撤退させるよう強く要請する。
3. 上記の状況に対応し、国際社会と協力して、日本は以下の追加措置を講じます。

• （1）ロシアに関連する指定された個人の日本への入国ビザの発行を一時停止し、日本におけるロシアに関連する指定された個人および団体が保有する資産を凍結すること。
• （2）日本の3つのロシアの銀行（VEB.RF、Promsvyazbank、BankRossiya）の資産を凍結する。
• （3）ロシアの軍事関連団体への輸出、国際的に合意されたリストに記載されている管理品目の輸出、および半導体などの他の二重用途商品の輸出に制裁を課すこと。

4. 関係省庁は、これらの措置を講じるために必要な国内手続きを迅速に進めます。
5. 日本は、G7を含む国際社会と協力し、ウクライナとその国民とともに、状況の改善に引き続き努力していきます。
